You do not need to complete the benchmark prior to sending the assessment to the candidate as the comparison occurs within the resulting report and does not affect the assessment itself.
However, a benchmark should be developed prior to the interview process so that once the candidate completes the assessment, you are able to compare them to the benchmark and determine the right questions to ask in the interview.
If you are hiring again for the same position, the benchmark can be re-used. However, if some time has passed since the creation of the benchmark, you may wish to create a new one or edit the existing one if it is no longer relevant.
